Krasnoyarsk – A round table of the Council of Heads of Financial Intelligence Units of the CIS Member States, dedicated to the topic "Virtual Space in 2025: Risks and Threats for Youth," was held in Krasnoyarsk on the sidelines of the International Olympiad on Financial Security.
The event brought together official representatives from the CHFIU member states, the CIS Anti-Terrorism Center, Russian and international experts from China, Cuba, Ethiopia, Oman, the UAE, as well as private sector employees.
The Head of the CHFIU Secretariat, Deputy Director of Rosfinmonitoring, Ivan Kornev, participated in the event.
The meeting was moderated by the Co-Chair of the Council, Chairman of the State Financial Intelligence Service under the Ministry of Finance of the Kyrgyz Republic, Kanat Asangulov.
In his speech, he emphasized the need for a comprehensive analysis of the development of new technologies, considering two aspects: the challenges they create for the younger generation and the opportunities for their use in combating crime:
"We see how the virtual world, initially created as a space for communication and free interaction, has transformed into an infrastructure permeating almost all spheres of life. Youth is the primary consumer of all technological novelties and, consequently, the main victim due to their inexperience and lack of knowledge. The ease of use, deceptive anonymity, and high speed have made digital services a convenient platform not only for creativity, education, and work but also for abuse."
The event addressed issues of preventing the involvement of youth in financing illegal actions, terrorist organizations, and extremist movements, and analyzed international experience in this area.
The expert speakers highlighted threats related to the use of internet platforms to influence and radicalize youth, including virtual games, communication applications, and online communities.
The discussion focused on current methods of influencing young people and approaches to neutralizing them, including through coordinated efforts of relevant state and law enforcement agencies.
