Dushanbe – Ivan Kornev, Head of the Secretariat of the Council of Heads of Financial Intelligence Units of the CIS Member States, took part in the Third CIS Conference on Countering Terrorism and Extremism in Dushanbe, Republic of Tajikistan.
The report highlighted key trends in the financial activities of terrorist organizations within the Commonwealth. These include both the use of innovative solutions and traditional mechanisms for raising and moving funds. For instance, their revenue streams are generated through common criminal activities, while the virtual space is increasingly being utilized to collect donations and disguise financial flows.
In light of these identified trends, financial intelligence units are intensifying efforts to develop and create new practical countermeasures. The International ML/TF Risk Assessment Center (IRAC) remains an important coordination tool.
Countering the use of cryptocurrency tools by terrorist groups remains one of the priority areas. The "Transparent Blockchain" service, developed by the Russian Federation, is actively used in this work.
Alongside practical measures, preventive actions are highly significant. In this regard, the CHFIU also participates in educational initiatives aimed at protecting youth from involvement in illegal activities. This year, with the Council's support, three events were held, notably the International Olympiad on Financial Security.
Furthermore, the CIS Anti-Terrorism Center conducts joint anti-terrorism exercises for the competent authorities of the CIS member states, in which the CHFIU is an active participant. The joint anti-terrorism exercise "Commonwealth - Antiterror - 2025" concluded in Dushanbe on October 24.
The first stage of the exercises involved working through a training scenario on countering the financing of terrorist activities. For this purpose, financial intelligence units of the Commonwealth countries were engaged through the CHFIU. The application of tools at the disposal of the financial intelligence units is aimed at enhancing the effectiveness of joint work with competent authorities to neutralize terrorist threats. Following the completion of the operational phase, the results of the exercise were summarized, and its successful execution was noted.
